I was under the impression you'd at least need to be Arp softcapped with a runestone, but just changing those talents and altering the shot rotation it seems I get a slight dps boost even with my current gear/gemming. I am at 318 Arm Pen now, but when I run the numbers on Zeherah's Hunter DPS Analyzer it tells me MM is better by about 400ish dps, even though I am not Arm Pen capped, and I don't have the best Arm Pen trinkets. ...

Those are indispensible tools that can really help you maximize your role. I plugged your suggested build into my current setup in version 92PTR of the worksheet and saw a 415 dps loss.
