... The political backlash if they nerfed retadins back down without nerfing DKs down would be huge. They are now the top two played classes in the game according to warcraftrealms.com (link). From a sheer diplomatic stand point, why nerf a class when you can up-notch content to get the same balancing effect without taking something away from buyers? Strategically, if they can bring all classes up to a 'balanced' level, they can then address 'OP' by making the content 'tougher'. It's the getting them all to the same balanced level that is tricky - and from who's opinion?! ...
